County Councillor Hazel Harding CBE - Chair

Hazel was born in Heysham, Lancashire and educated in Lancaster. A trained journalist she worked on papers in both Lancashire and Devon.
Hazel was first elected to the County Council in 1985 and represents Rossendale North Division. During her years on the County Council, she has served on all major Committees and Sub-Committees. She was the Chair of the Education and Cultural Services Committee from April 1998 until 2001 when she was elected as Leader of the County Council. She is a Chair of the Local Government Association Safer Communities Board.
Hazel was awarded a CBE in the 2006 New Year’s Honours List for services to local government.

Areas of specialism are working with board members to create, gain approval for and implement, strategic and operational business development plans for completely new companies and for the profitable re-development of existing businesses, through, for examples, new product/service development and launch, improving customer service outsourcing, developing new strategic partnerships, and creating/implementing change management programmes.
Prior to launching Lloyd Marketing, Lesley worked with Price Waterhouse and in key marketing management roles for a number of multinational companies where she managed and launched leading brands such as Mr Muscle.
Lesley is a member of the Institute of Management Consultancy and a PricewaterhouseCoopers Interim Manager.

Cllr Alan Cottam - Member
Blackburn with Darwen Unitary Authority http://www.blackburn.gov.uk Alan was born in Bury and qualified as a mechanical engineer in the paper-making industry. After a spell in the Royal Military Police he first came to Blackburn as chief engineer at Sun Paper Mill. Following that he travelled extensively around Europe whilst employed by a German engineering company.
He was eventually appointed as chief executive at Smurfit Paper and Board in Burnley before leaving to start his own business which entailed managing his own intellectual property in the capital equipment market of water-borne industries.
Alan was first elected to Blackburn with Darwen Council in 1997 and he represents the Livesey with Pleasington ward. During his years on the Council, he has served on many committees concentrating on regeneration since the Council became a unitary authority in 1998. Alan is now executive member for the regeneration portfolio and chair of the Blackburn with Darwen Community Safety Partnership, and also serves on many other partnerships and external boards.

He was responsible for the brand, communications and marketing of the merged university and served on the merger implementation board. He has been a Fellow of the Royal Statistical Society since 1975. He taught, researched and acted as a consultant at the University of Kent and at Kingston University in Quantitative Social Science and the Business Applications of Information Technology.
Alan joined the University of Central Lancashire in 1983, became a member of its Directorate in 1986 and became Deputy Vice-Chancellor in 1995 where he is responsible for strategic planning, student recruitment and regional and commercial affairs. Within the University, he chairs the Professorial & Readership Committee, Student Access Committee and Corporate & Financial Planning Group.
Alan represents the university sector on the Regional Monitoring Committee for EU funding for the region. He also chairs the Regional Action Plan Board which has been charged with the task of allocating £60million of EU structural funds to regionally strategic projects in support of the Regional Economic Strategy.
In Lancashire, he chairs the Boards of the Lancashire Economic Partnership, the Preston Strategic Partnership Executive and the Lancashire Digital Development Agency. He also chairs the Higher Education in East Lancashire group. He is a member of the Boards of Business Link Lancashire, and Preston Vision and represents the University on the Lancashire Partnership Executive. He is also a member of the Lancashire Skills & Employment Taskgroup.

Mr Roderick O' Brien - Member

Mr Henry Owen-John - Member
English Heritage http://www.english-heritage.org.uk Henry is an archaeologist by profession and worked for 15 years in South East Wales on a wide range of field projects, including the extensive excavation of a Roman Fort between Swansea and Llanelli. This work was for the Glamorgan & Gwent Archaeological Trust, of which he was Deputy Director for a number of years before moving to English Heritage in 1991 as Inspector of Ancient Monuments for North East England. When English Heritage established regional offices in 1999 he became the first Assistant Director of the North West Region and in September 2004 took up the current post as Planning and Development Regional Director for the North West. This work involves a wide range of initiatives in the historic environment, which reflect the diverse nature of the region, from the urban and industrial centres of Lancashire, Merseyside and Greater Manchester through to rural renaissance and the regeneration of seaside towns. Henry is a member of the Institute of Field Archaeologists and a Fellow of the Society of Antiquaries.

Mr Alistair Proctor BSc,MRICS - Member

He worked for Enterprise plc for a number of years before joining Hurstwood Group some eight years ago. Throughout this time he has specialised in the more complicated regenerative multi party schemes – often involving complicated grant cocktail assistance.
Alastair has been involved with Burnley Vision since its inception and has Chaired the Board for the last eighteen months.

Mr Michael Cunningham - Member
Lancashire Constabulary 01772 412206 http://www.lancashire.police.uk Michael Cunningham is Lancashire Constabulary’s Deputy Chief Constable. He was appointed to this position on 1st August 2007.
Before being promoted into this position, Mike had been Assistant Chief Constable with responsibility for operational policing across Lancashire. His portfolio included territorial policing, serious and organised crime, force intelligence, protecting vulnerable people and scientific support. In addition to these areas he also had responsibility for the operations services and planning departments.
Mike began his police career when he joined Lancashire Constabulary in 1987. Prior to becoming a police constable, Mike graduated from the University of Durham and became a teacher in Blackpool.
His police career started in Lytham, and Mike has been operational across the Constabulary area in a number of different ranks. He went full circle when he returned to Blackpool as Divisional Commander in 2002.
Following his attendance on the Strategic Command Course in Bramshill in November 2005 he returned to Lancashire Constabulary as Acting Assistant Chief Constable.
In his current role as Deputy Chief Constable, Mike takes the lead for the force in the areas of corporate development, professional standards, training, legal services and information management.
Mike is the national ACPO lead for Lesbian, Gay, Bisexual and Trans -sexual (LGBT) rights and helps to promote the need for LGBT awareness in operational policing.

Prior to working for the Manufacturing Institute Alan worked for the North West Development Agency as Key Account Manager for a number of large strategically important companies in the region. Before this he headed up the Supply Chain development team working with SMEs across the region in improving their business strategies and growth.
Before his involvement in the public sector Alan was a Director of a locally based engineering SME for 10 years. This followed on from his Manager role in a large USA owned Multi-national engineering organisation where he worked at sites around the world.

Mr Martin Wright - Member

Aerospace Experience
Martin Wright is a degree educated Chartered Engineer with over 30 years wide ranging experience up to Divisional Director level, with major defence and aerospace companies, designing, developing and manufacturing systems and components for world markets.
Martin Wright’s experience to date includes the management of integrated production facilities for the manufacture of defence and aerospace systems and components, the management of major projects and business sectors, all within major defence and aerospace companies.
Commercial Background
He was selected to use his expertise to generate new business streams for British Aerospace Systems subsidiary Royal Ordnance following the collapse of the former Soviet Union. As a result, several successful businesses were launched, based on the company’s technology.
He has played a major role in the development and implementation of business transformation programmes including the implementation of integrated business teams.
He worked as a Regional Business Advisor for the aerospace sector in the North West prior to being appointed as the Executive Director of the North West Aerospace Alliance in 2004. He is also a Director of Excellence North West.

He has been responsible for a wide range of business ventures with UK and overseas companies and Government organisations and has expertise and experience in international collaboration and multi-national, multi-cultural project teams as well as experience in leading the preparation of bids for major contracts. |

Mr Ian Whittaker - Member

Has worked in the field of regeneration and economic development for over 15 years, serving in the Manchester and Salford City Action Team; as Private Secretary to Regeneration Sponsor Ministers and in the Government Office’s Ministerial Business Unit supporting Regeneration and Trade & Industry Ministers. He has been with NWDA since its inception in 1999 starting as Programme Manager for the NW SRB programme. Prior to appointment as Policy and Partnership Manager for the Agency, he was Area Manager for Lancashire, led for the NWDA on the Ancoats CPO and delivery of the Ancoats Urban Village regeneration strategy in Manchester, and worked with Local Strategic Partnerships in development of economic elements of Community Strategies and Neighbourhood Renewal Plans.
He has been a Director of the Pilsworth Environment Company, an Environmental Body set up under the Landfill Tax Credit Scheme, for over 10 years and a Trustee of Groundwork Bury for nearly 4 years.

Mr Doug Garrett - Member

The URC is tasked with delivering the Blackpool masterplan vision and in so doing bring £1.6 billion investment and 20,000 new jobs to the nation's premier coastal resort and wider northwest region.
Previously Deputy Chief Executive of Laganside Corporation in Belfast, where he led the development of the Docks and riverside area securing £1billion investment and 20,000 jobs for the City.
At Laganside Corporation he’d worked for the previous decade in various positions including Director of Marketing and Director of Operations.
Before returning to Belfast, where he’d grown up, Doug worked in operations management, marketing and advertising in London and Stuttgart.

Ms Jackie Mason - Member
Elevate East Lancashire http://www.elevate-eastlancs.co.uk Jackie Mason is Strategy and Policy Director for Elevate, Pennine Lancashire’s Housing Market Renewal (HMR) pathfinder.
She is responsible for ensuring Elevate is taking the right approach to regenerating inner urban areas across the boroughs of Blackburn with Darwen, Burnley, Hyndburn, Pendle and Rossendale.
A resident of Pendle, Jackie has seen HMR work up close, and has huge enthusiasm for the area and particularly the stunning Pennine Lancashire countryside. She worked alongside the pathfinder in her previous role with Lancashire County Council.
Jackie is ensuring through ongoing research and analysis that Elevate continues to anticipate the future needs of local communities where housing is currently in poor condition or low demand and there is a lack of housing choice. She also makes sure the pathfinder adopts and follows the policies needed to get the housing market back on track, and works in partnership with other organisations which can help make Pennine Lancashire a place where people want to live, work and visit.
“The work Elevate is doing to rebuild communities is something I strongly believe in,” said Jackie, who lives with her two children Lucy and Jake and is a governor at a local school.
“I got my first taste of regeneration a number of years ago whilst working in Bury, it whetted my appetite and now I am passionate about helping Pennine Lancashire reach its potential.

Ms Denise Partington - Member
Community Futures http://www.communityfutures.org.uk Denise Partington is Chief Executive of Community Futures.
After leaving school, Denise took up work in a residential home for people with learning disabilities, later moving to a community school where she qualified as a Residential Child Care Officer.
She undertook a career break to raise children, after which time she decided to go back to school in Preston, graduating with Honours in Applied Social Science in 1988. Denise discovered the voluntary sector whilst at University, agreeing to undertake work for Preston Women's Refuge. It was during this time that she became increasingly interested in the value of the third sector, not only as a service deliverer but also as its role in policy development.
After a couple of years grounding as a Joint Planning Officer, she moved to Community Futures, where she progressed to the position of Chief Executive in 2003. A challenging but enjoyable role, Denise is firmly committed to lending her skills and experience to third sector development and cannot envisage a time that she would not be involved at some level.
Denise's current role is varied and challenging but fundamentally consists of responsibility for strategic management and planning, regional and sub-regional representation for Community Futures and is the strategic lead for the Lancashire Voluntary Community Faith Sector Consortium.

Steve Barwick - Member
North West Regional Assembly http://www.nwra.gov.uk Steve Barwick was appointed Director of Policy and Development at the North West Regional Assembly in the Autumn of 2003 following more than a decade of direct experience of Parliamentary and public policy work, including an extensive period working for Members of Parliament and as a Director of Connect Public Affairs - the leading independent consultancy advising the not for profit sector.
At the North West Regional Assembly, Steve led on the Assembly’s response to the NWDA’s Regional Economic Strategy ensuring that a region wide response was prepared and had real influence. He also led on the Assembly’s contribution to Regional Funding Allocations initiative which saw the Regional Assembly and Regional Development Agency working together to identify its spending priorities on transport, housing and economic development over the next ten years. Working in partnership with the NWDA to co-ordinate the North West submission to CSR06 and now leads up policy development in four critical areas – Sustainability, Scrutiny, Equality and Europe.
Steve completed studies for a Masters in Politics and Administration from Birkbeck College in 1999, lives in the Pennines and has five daughters.

Cllr Maxine Callow JP - Member
Blackpool Council http://www.blackpool.gov.uk Maxine is a senior member of the new Conservative administration on Blackpool Borough Council (Unitary Authority), holding the position of Cabinet Member for Regeneration and Tourism.
She was the Mayor of Blackpool in 2004/5 and has twice been Deputy Mayor of the Borough.
Maxine is a Senior Magistrate having served on the Blackpool/Fylde Coast Bench for 25 years.

She has responsibility for Employer Engagement throughout the company and across Lancashire which means that working closely with the three local authorities, strategic partnerships, education and industry is crucial to the success of the organisation.
Particularly interested in ensuring that the experience that Employers gain from engaging with Education is positive and meaningful and also exploring how the experience of 11 -16 year olds engaging in work related activities can reduce future numbers of those not in employment, education and training.
